About us

Who we are

Health Enrollment Center is operated by Sprinter Insurance Agency LLC, an independent insurance agency. When you call us you are speaking with licensed representatives of that agency — not a call center reading a script and not a government marketplace.

We help individuals and families who buy their own coverage: self-employed and 1099 workers, people between jobs, early retirees bridging to Medicare, young adults aging off a parent's plan, and households comparing a marketplace plan against COBRA. We work across ACA marketplace plans, private off-marketplace plans, short-term medical, and standalone dental and vision.

Who you're talking to

Scott Dorrell is a licensed insurance agent and the owner of Sprinter Insurance Agency LLC, which operates Health Enrollment Center. He has spent his career helping individuals, families and self-employed people compare ACA marketplace, private and short-term health plans, and he writes the guides published on this site.

How we're paid, stated plainly

We're paid a commission by the insurance carrier when you enroll, the same as any licensed agent. You are never charged a fee, and it does not raise your premium: ACA marketplace plans are sold at a rate filed with and approved by regulators, so the price is identical whether you enroll through us, on HealthCare.gov, or directly with the carrier. What you get for using us is a licensed person who compares across carriers, checks your doctors and prescriptions before you commit, and picks up the phone at renewal.

Because commissions differ between products, it's fair to ask whether that biases the recommendation. Our answer is the standard we hold ourselves to: if a subsidized marketplace plan beats what we'd otherwise sell you, we say so — and we'll tell you when COBRA or an employer plan is genuinely the better deal, even though we earn nothing on either.

What we actually do for you

  1. Understand your situation. Who needs coverage, your ZIP code, your household income, the doctors you want to keep, and the prescriptions you take.
  2. Compare real plans. We price the plans available where you live, calculate any premium tax credit and cost-sharing reduction you qualify for, and compare marketplace against private and short-term options side by side.
  3. Check the details that bite later. Network status for your specific providers, formulary tier for your specific drugs, and the total cost of the plan rather than just the premium.
  4. Enroll you. Usually over the phone, usually in one call.
  5. Stay reachable. Coverage questions, ID card problems, claim confusion and renewals — that's what having an agent is for.

What we don't do

  • We use your details to quote and service your coverage, and we share them with carriers and licensed agents so you can be quoted. Our Privacy Policy describes every category of recipient — including marketing partners — and how to opt out of sharing.
  • We don't present short-term or supplemental products as if they were major medical. Short-term plans are not ACA-compliant and don't cover pre-existing conditions, and we say so every time.
  • We don't claim to be a government marketplace, and we're not endorsed by one. HealthCare.gov and your state exchange are free to use directly, and we'll point you there if that's what you'd rather do.
  • We don't quote a premium we can't stand behind. Every number we give you is tied to a real plan in your ZIP code.

If any of that sounds like what you were looking for, start the free plan finder or call a licensed agent. There's no cost and no obligation either way.

Frequently asked

Questions, answered plainly.

Don't see yours? Call a licensed agent — most answers take under two minutes.

Is Health Enrollment Center a government website?

No. Health Enrollment Center is a private, licensed insurance agency operated by Sprinter Insurance Agency LLC. We are not HealthCare.gov, not a state or federal marketplace, and not affiliated with or endorsed by any government agency. You can always enroll directly at HealthCare.gov or your state exchange at no cost.

What does it cost to work with you?

Nothing. We're paid a commission by the insurance carrier when you enroll. Marketplace plan premiums are set by filed, approved rates, so the price you pay is the same whether you use an agent or enroll on your own.

Are you licensed in my state?

We're licensed in 42 states. Tell a licensed agent your ZIP code and we'll confirm immediately — and if we can't help in your state, we'll tell you rather than waste your time.

What do you do with my information?

We use it to quote your plans and to have a licensed agent follow up about coverage, and we share it with carriers and licensed agents so you can be quoted. Some sharing with marketing partners may count as a “sale” or “sharing” under state privacy laws — our Privacy Policy spells out who receives your information and how to opt out.

Does it cost anything to use Health Enrollment Center?

No. We're a licensed insurance agency paid by the carriers, not by you. The premium of any plan is identical whether you enroll through us or directly with the insurer — you just also get an agent who handles renewals and claims questions.

Is this HealthCare.gov or a government marketplace?

No. Health Enrollment Center is a brand operated by Sprinter Insurance Agency LLC, a private licensed insurance agency. We are not HealthCare.gov, not a state exchange, and not affiliated with any government agency. We help you enroll in marketplace plans when they're the best fit, and we also show private plans the marketplace doesn't carry.
