This Privacy Policy explains how Sprinter Insurance Agency LLC, doing business as Health Enrollment Center (“Health Enrollment Center,” “we,” “us,” or “our”), collects, uses, discloses, sells, shares, and protects information about you when you visit healthenrollcenter.com and any affiliated pages, subdomains, and landing pages, when you submit a request for a quote or information, and when you communicate with us by phone, text, email, or chat (collectively, the “Services”).

By accessing or using the Services, or by submitting your information to us, you acknowledge that you have read and understood this Policy and you consent to the practices it describes, including our collection of geolocation and device data, our use of tracking technologies, and our sharing of your information with insurance carriers, licensed agents, and marketing partners. Health Enrollment Center is a trade name of Sprinter Insurance Agency LLC, a licensed insurance agency. We help consumers compare and enroll in health insurance and related products, including ACA/marketplace plans, private and off-marketplace plans, short-term medical plans, COBRA alternatives, and dental and vision plans. We are a private company. We are not HealthCare.gov, not a state or federal exchange or marketplace, and not affiliated with, endorsed by, or connected to any government agency.
We collect the following categories of information:
We collect location information in two ways. First, we automatically infer your approximate location (such as your region, state, city, or ZIP code area) from your IP address and other network signals. Second, where your browser or device permits and you allow it, we may collect more precise geolocation from your device. We use location information to determine which plans, carriers, agents, and pricing are available in your area, to route your inquiry to a licensed agent authorized in your state, to tailor content and advertising, to detect and prevent fraud, and to comply with legal and licensing requirements. You can limit precise location collection through your device or browser settings, though doing so may reduce the accuracy of the quotes and options we can show you.
Some third-party technologies on the Services, including the visitor identification pixel described in Section 4, may ask your browser for permission to access your device’s precise location. If you allow it, your precise location may be collected, updated while you remain on the page, and disclosed to that provider, which may use it as described in Section 4. Precise geolocation is considered “sensitive personal information” under some state privacy laws. You can decline your browser’s location request, or withdraw the permission at any time in your browser or device settings, and you may exercise the right to limit the use of sensitive personal information described in Section 11.
We and our service providers and advertising partners use cookies, web beacons, pixels, tags, software development kits (SDKs), local and session storage, device fingerprinting, and similar technologies to operate the Services, remember your preferences, measure performance, and deliver and measure advertising. Most browsers let you block or delete cookies and control other tracking through their settings. Some browsers offer a “Do Not Track” or Global Privacy Control (GPC) signal; where required by law, we honor GPC as a request to opt out of the “sale” or “sharing” of personal information for cross-context behavioral advertising. Blocking these technologies may affect how the Services function.
We use ActiveProspect’s TrustedForm service to document and verify your interactions with our forms and the consent you provide. When you visit a page containing a form, TrustedForm’s script may capture technical and behavioral information about your visit — such as page content, the fields you complete, your keystroke and mouse activity, timestamps, and your IP address — and generate a certificate that we and our partners may retain as a record of your consent. This information is collected and processed by ActiveProspect as described in its privacy policy. We use TrustedForm certificates for compliance, quality-assurance, and dispute-resolution purposes.
When you submit your information through the Services or otherwise provide your contact information to us, you expressly authorize Health Enrollment Center, Sprinter Insurance Agency LLC, our affiliates, licensed agents, and marketing partners to contact you at the telephone number(s) and email address you provide — including any wireless or cellular number — for marketing, servicing, and informational purposes, using:
This consent applies even if the number you provide is listed on a federal, state, or internal Do-Not-Call registry. You understand and agree that your consent is not a condition of purchasing any goods or services, that message and data rates may apply, and that message frequency varies. Calls and messages may be recorded and monitored for quality, training, verification, and compliance.
How to opt out. You may revoke your consent and stop marketing communications at any time: reply STOP to any text message to opt out of texts (reply HELP for help); ask any agent to place you on our internal do-not-call list; use the unsubscribe link in our emails; or contact us using the details in Section 17. Revoking consent will not affect the lawfulness of communications sent before we process your request, and we may still send you non-marketing service messages related to a transaction you have with us.

Because we and our partners may market a range of insurance and financial products, the agents or companies that contact you may offer products beyond the specific coverage you inquired about.
Certain disclosures described in Section 8 — including the transfer of your information to marketing partners and lead purchasers, and the use of advertising cookies and identifiers — may be considered a “sale” or “sharing” of personal information, or “targeted advertising,” under certain state privacy laws. We do not knowingly sell or share the personal information of individuals we know to be under 16 years of age. You have the right to opt out of such sale or sharing as described in Sections 10 and 11.

To exercise these rights, contact us using the details in Section 17. We will verify your request as required by law. You may designate an authorized agent to submit a request on your behalf. We will not discriminate against you for exercising your rights.
California (CCPA/CPRA): California residents have the right to know the categories and specific pieces of personal information we collect, use, disclose, and sell/share; to delete and correct personal information; to opt out of the sale/sharing of personal information; to limit the use of sensitive personal information (such as precise geolocation); and to be free from discrimination for exercising these rights.
Other states: residents of states with comprehensive privacy laws (including, for example, Virginia, Colorado, Connecticut, Utah, Texas, Oregon, and Montana) may have rights to access, correct, delete, and obtain a copy of their personal information, and to opt out of targeted advertising, sale, and certain profiling. Where required, you may appeal a decision on your request by contacting us as described in Section 17.
We retain personal information for as long as necessary to fulfill the purposes described in this Policy, including to provide the Services, maintain records of consent (such as TrustedForm certificates), comply with our legal, tax, accounting, and regulatory obligations, resolve disputes, and enforce our agreements. Retention periods vary based on the type of information and the purpose for which it is held.
We maintain administrative, technical, and physical safeguards designed to protect personal information. However, no method of transmission or storage is completely secure, and we cannot guarantee absolute security. You use the Services and transmit information to us at your own risk.
The Services are intended for adults 18 years of age and older and are not directed to children. We do not knowingly collect personal information from children under 16. If you believe a child has provided us with personal information, contact us and we will take appropriate steps to delete it.
The Services may link to or contain content from third-party websites, carriers, and platforms that we do not control. This Policy does not apply to those third parties. We encourage you to review the privacy policies of any third party before providing your information.
We may update this Policy from time to time. When we do, we will revise the “Last updated” date above, and material changes may be communicated by additional means. Your continued use of the Services after an update constitutes acceptance of the revised Policy.
