Washington, DC runs its own marketplace — DC Health Link — rather than using HealthCare.gov, so residents shop and enroll through the District's exchange. The District also funds Medicaid well above the usual income line, which means many lower- and moderate-income residents are covered through Medicaid, and marketplace premium tax credits take over above that.

What DC lacks in carrier count it makes up for in hospital density — the MedStar, GW, Children's National and Howard systems all sit within the city — so the more useful question here is which of those a given plan actually contracts with.
