The 2026 carriers are Moda Health, PacificSource, Providence Health Plan, Regence BlueCross BlueShield of Oregon, BridgeSpan, and Kaiser Permanente in the Portland-area counties. Portland care splits among Providence, Legacy Health, OHSU, and Kaiser; Salem runs on Salem Health; Eugene on PeaceHealth Sacred Heart. Because networks are drawn county by county, the plan that fits in Portland may not be the one that fits in Eugene.
